WATER/WASTEWATER SENIOR ESTIMATOR
POSITION OVERVIEW
Water/Wastewater Senior Estimator is responsible for preparing accurate and competitive cost estimates for complex water and wastewater infrastructure projects, including treatment plants, pump stations, and lift stations. A deep understanding of treatment plant processes and equipment is critical, including systems for clarification, filtration, disinfection, chemical dosing, sludge handling, and related mechanical and electrical components. This position supports both alternate delivery and bid-build pursuits, with responsibilities spanning conceptual budgeting, detailed quantity takeoffs, and bid preparation.
Working as part of a larger estimating group, the Water/Wastewater Senior Estimator will also take ownership of smaller pursuits, working closely with operations, engineering, procurement, and subcontractors to deliver high-quality, on-time estimates while balancing competing priorities across multiple efforts. Proficiency with HCSS, Excel, and Bluebeam is required; familiarity with Primavera P6 and AutoCAD is a plus. 
Strong organizational and time management skills are critical, as the position requires managing multiple deadlines and estimate reviews. The Water/Wastewater Senior Estimator must be capable of balancing multiple active bids at various stages of development. The Estimator is expected to contribute to the development of estimating best practices and support continuous improvement across the team.  All estimating functions are centralized at Southland Headquarters in Grapevine, TX.

RESPONSIBILITIES
  • Develop discipline-specific and full-scope estimates for large and complex water/wastewater infrastructure projects, often in collaboration with other estimators.
  • Interpret RFPs, specifications, and conceptual designs to create cost-effective and technically sound project approaches.
  • Lead estimating efforts for complex pursuits by coordinating the work of multiple estimators and ensuring consistency, accuracy, and completeness across all estimate components.
  • Lead quantity takeoffs and develop pricing strategies aligned with project risks and execution methods.
  • Understand and communicate design deliverables by discipline and verify estimate alignment.
  • Coordinate with operations, engineering, and procurement teams to influence lowest total cost of construction.
  • Solicit and evaluate subcontractor and vendor pricing.
  • Plan and facilitate internal estimate reviews with management.
  • Stay current on construction trends, equipment, means & methods, and cost data to inform estimates.
  • Conduct site visits as needed to support construction approach development.
  • Mentor junior estimators and contribute to continuous improvement of tools and processes.
  • Prepare specialized studies or reports to support bid decisions.
  • Manage estimate schedules to meet all internal and external deadlines.
  • Communicate clearly with senior managers regarding assumptions, risks, and estimate development status.
  • Manage multiple projects and estimates simultaneously, ensuring consistent quality and timely delivery.
REQUIREMENTS
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • Minimum 5 years of estimating experience on water/wastewater projects (treatment plants, pump stations, lift stations, etc.). Must have a strong understanding of treatment plant processes and equipment, including clarification, filtration, disinfection, chemical systems, sludge handling, and associated mechanical and electrical systems.
  • Proficiency with HCSS, Excel, and Bluebeam is required; experience with Primavera P6 and AutoCAD is a plus.
  • Understanding of field operations and sequencing; operations background is a plus.
  • Excellent time management and organizational skills; ability to manage multiple bids and deadlines.
  • Willingness to travel up to 10%.
  • This is an onsite position based in Grapevine, TX. No remote or hybrid options.

  • Must be able to understand and follow instructions, safety policies, and company procedures.
  • Overtime and weekend work may be required based on workload and deadlines.
